Abstract: The paper examines the current literature of RDM implementation status, then follows a three-level model to revisit the implementation status of RDM in Chinese academia by reviewing the governmental documents, funding agencies' policies, and institutional efforts. The findings suggest that the macro-environment of RDM in China is interrupted at the agency level caused by the inactions of strategies and lack of policies. The results also suggest that national universities varied in RDM services and repositories, and the macro-environment of RDM in China is problematic. The paper then identifies the problems, discusses the fundamental issues, and proposes solutions from three principles.
